The Zynq SoC data sheet shows a minimum hold time (TULPICKD) of at least 1 ns, which implies a minimum ULPI PHY clock-to-out (CTO) specification of 1 ns (including board skew adjustments).
The ULPI specification does not specify a minimum CTO, therefore, you should be sure your PHY complies with the Zynq SoC data sheet hold requirement of 1 ns. Please refer to Zynq-7000 Data Sheets.
The TI TUSB1210 PHY minimum CTO is unspecified, but reported to be 100 ps minimum CTO and would not be compatible with Zynq-7000.
Consult your vendor's data sheet to be sure the PHY meets this and all other timing specifications.
